Mr. Rivera is the commissioner for the Oklahoma Human Rights Commission.  He holds a Bachelor of Arts Degree from the University of Puerto Rico and a Masters Degree in School Administration and Supervision from the University of Phoenix.  He has expertise in the area of bilingual and special education, and he is also a certified mediator and translator.
